From Vision to Reality: Essential Elements of State Early Childhood Systems
Keynote speaker: 
Joan Lombardi, Deputy Assistant Secretary, Administration for Children and Families, U.S. Department of Health and Human Services. Presentations on the key topics that our federal partners are "studying" as they gear up for helping states implement the challenge fund. These include data, quality measures, family engagement, and professional development.


 2009

On April 7th at 8:00 a.m., a bus left the Child Care Resource Center to go to the State Capitol.  Our agenda for the day was going to state offices and learning what we can do to be our own advocates and how we will be reaching our representatives for that day.  We also were advocating about the Cliff Effect.  What is the Cliff Effect? The Cliff Effect occurs when a family loses eligibility to a means-tested work support benefit, such as a child care subsidy, due to increased earnings.  This sudden drop off in benefits can leave a family much worse off financially than it was before the wage earner took a promotion or salary increase.  To illustrate:  The cost of child care for one infant is roughly $500 per month.  A family earning $14/hour ($2425 per month) is eligible for a subsidy, so that they pay only $189 per month.  But when that family receives a ten-cent/hour raise (an additional $17 per month), they lose their child care subsidy and are suddenly responsible for the entire $500.  The extra $17 per month in earnings costs them $311 per month in lost child care subsidies.  Instead of moving working families toward self-sufficiency, the abrupt end of such work supports punishes those who increase their earnings, forcing many to give up promotions, raises and overtime or opportunities for better jobs.  In order to eliminate this problem, Oklahoma must revise the sliding eligibility scale to more gradually phase out benefits so that a family never loses more than it gains when its income increases.

  • April 3, 2008 ... Promising Interventions for Traumatized Children -- Dr. Karyn Purvis 
    Dr. Karyn Purvis, Director of the Institute of Child Development at Texas Christian University, presented a day-long seminar for early childhood professionals, mental health professionals and anyone who works with families of young children.  Dr. Robert Block was also on the agenda. 
    Purvis is the Director of the Institute of Child Development which became a Vision-In-Action initiative of Texas Christian University in June of 2005.  The Institute of Child Development is an outgrowth of a 1999 research collaboration with her colleague David Cross and focuses on the development of research-based interventions for vulnerable children.  Purvis travels extensively nationally and internationally, providing training and consultation for families and professionals working with at-risk children. She is a member of the advisory board of the Texas Association of Infant Mental Health and is co-author of "The Connected Child."  Location: UMAC, 68th and Mingo in Tulsa.  Fee: $25.00.

Far too often, arguments for the importance of quality early education and related programs have focused exclusively on the future of the state’s youngest citizens as individuals.  But there is far more at stake than that.  Those kids today are, for better or worse, a substantial part of Oklahoma's workforce twenty years out.  They will grow into a world that is more economically complex, challenging and competitive than anything we’ve ever known.  In that respect, programs like JumpStart Tulsa and Smart Start Oklahoma are the first stage of an educational trajectory that in a very real way will determine not only their futures, but the economic vitality of their communities and state-- even that of the country.  Such highly regarded organizations as The Business Roundtable, The Center for Economic Development and The Federal Reserve Bank of Minneapolis have gone on record as emphasizing the critical economic role that quality early education will play in the years ahead.  The October 23 program reviewed the positions of those institutions, and explained some of the analyses that have statistically demonstrated the difference that quality care can make.  It also reviewed the successes and shortcoming of North Carolina's pioneering Smart Start program that was established in 1993, and which has served as a national model for providing quality early care.

    One of the nation’s leading authorities on the assessment of young children, Dr. Meisels, President, Erikson Institute, has published over 150 articles, books, and monographs, and is co-author of the Work Sampling System, the Early Screening Inventory-Revised, and The Handbook of Early Childhood Intervention. His research focuses on the development of alternative assessment strategies for young children; the impact of standardized tests; and developmental screening in early childhood. Vincent J. Felitti, MD, is Co-Principal Investigator of the Adverse Childhood Experiences Study, ongoing collaborative research between Kaiser Permanente and the Centers for Disease Control. A graduate of Johns Hopkins Medical School (1962), Dr. Felitti founded the Department of Preventive Medicine for Kaiser Permanente in San Diego, California in 1975, where he served as Chief of Preventive Medicine until March 2001. He is also Clinical Professor of Medicine at University of California, San Diego, a Fellow of The American College of Physicians, and founder of the California Institutes of Preventive Medicine.
